Mr. Leon Cheneval from Savills Vietnam was one of the guest speakers invited to the congress as a part of Vietnamese delegation. This time Vietnam has 2 speakers: Mr. Leon Cheneval from Hanoi and Ms. Tran Thi Muoi from Ho Chi Minh City.
ASEAN Valuers Association was firstly established in 1981 with five members: Singapore, Malaysia, Thailand, Indonesia and Philippines. Later on Brunei joined AVA in 1990, Vietnam in 1997 and Cambodia in 2009. Laos and Myanmar have an observer status as they have not had formal valuation profession yet.
The AVA congress is organised every two years on rotating basis among the members. The congress is the platform where members can share their experiences, views, networking and information regarding valuation profession.
The theme for 16th Valuation AVA Congress in Bangkok is “ASEAN chapter – toward a new Era of Valuation Development.
Mr. Leon Cheneval – National Director, Banking and Corporate Services at Savills presented the paper on the topic “Mortgage lending and its relationship with Property Valuation”. His presentation is a discussion on valuer’s role in the lending process. He emphasizes the importance of the highly qualified and trustworthy valuers as they could be a great assistance in determining accurate market value and market information. The relationship between valuers and financial institutions should be strengthening by mutual cooperation and trust. A valuer as an independent professional acts as a trustworthy advisor not only to banks but also to other financial institutions.
The 16th AVA Congress in Bangkok was a great success as members raised the issue regarding valuation standard and valuers’ rules of conduct. International Valuation Standards clearly set out the guidelines for valuers and the section about their responsibility and the rules of conduct is being considered to be included in the ASEAN valuation standard.
